Ultimately I think it was the act of plugging in both power sources at the same time that caused a power surge and tripped the issue. Regardless I plugged the DAC back in to both USB 3.0 ports in the back of the monitor (One for charging, and one for data), reset the SMC and everything seems to be working now. I wouldn't think that would be the cause though because I only had the data cable in and it did not register as low battery. Just a thought, it could have been that the DAC itself, which has battery power, was running low was the cause of the issue. At this point I only had the data cable plugged into the DAC and not the charging cable. I thought nothing of it and went about my day, soon thereafter though I had a DAC plugged into the monitor Via one of the USB 2.0/3.0 ports in the back and it worked at first, but repeatedly would stop working and throw the USB Ports / low power error. This caused the LG Monitor to go black for about 5 seconds, but then the picture came back. In my case I had plugged a 4K LG monitor into my 2019 Macbook using a USB-C cable (Which is powered) while my laptops power brick was still plugged in.
I believe resetting SMC Helped resolve the issue of that error coming up for me too. If this doesn't help you might need to replace the I/O Board of your machine. If this doesn't work I would create a new user account and see if the problem persists, before jumping into a repair. Make sure that you are performing the correct SMC for your machine.
